9.5 is far too common to be excluded, despite current buy orders. Keeping 9.5 in the range.

I'm aware that rounding to the nearest .5 here when the range average is 10 or above isn't recommended, according to the guideline, however I'd argue that it is appropriate here. If we used integers, the sales would round down to 9 and 10 keys...which brings the average price below 10 keys. Using the nearest 0.5 keys is going to be ideal here.
