they keep changing the rules and now u can refresh normal items im pretty sure
It's always been a rule to not refresh non-unusuals unless you're changing the range, but they sometimes make exceptions for higher tiers that aren't commonly traded. Here there's still the argument that it isn't commonly traded and the current price is 5 years old, so all we can do is wait for a mod's opinion

Imo, i think a refresh here is fine, argument can be made there is nothing “normal” about this item, considering you have to actively trade up to get it, you can’t unbox it and it’s not in the item drop pool, or available in a store anywhere, something akin to those pesky limited time holiday noise makers.
