Secondary evidence:

I downgraded my Stormy Storm Coldsnap for (Vivid Plasma Beanie the all-Gnawing + Starstorm slumber Wing Mann + 6 keys pure)

I then promptly sold the Starstorm slumber for 13 keys to bots

I could not find the Starstorm Slumber Wing Mann in my backpack.tf inventory as i sold it swiftly after the trade. Apologies for that.

hmm, new sales have happened and there are sellers lower than 24

trade back, on and off ctrade.tf and then resold to dolphin

I agree 24 seems like a high outlier here. @Mordecai, this should be re-suggested at 18 - 20 keys.
