The reason that suggestion you reference passed is because also did not have an item sitting on classifieds unsold for 8 months at 40% less than the suggested value.
Because there is a seller willing to accept 40% less value than you paid for your example, and it has not sold in over 8 months, your purchase is not usable evidence for a price suggestion.

Kind of. The sale is usable, but you did not round correctly. You would need to resuggest that item at 1.20 keys flat, not 1.18-1.19. This is because items over 1 key in value are meant to be rounded to the nearest 0.05 keys.
