this effect doesnt have a set price, so i wanted to see if we can change it, since the Static Shock effect is a yellow version of Veno Shock effect for that same taunt, here is the price listed for it
in marketplace.tf it sells for 16$, which is somewhere between 10~11 keys

while on backback.tf the only sellers are for the price on marketplace i shown earlier, or for 11 keys, while buyers offer price of about 3 keys, with one outlier for 4 keys

as for current statistics for Static Shock Jumping Jack they are only found on backpack.tf, with only buyers offering close to 3 keys

in comparison for both of these taunts with similar effects, their price for sell and buy orders seem identical and one of them stayed at a price of about 10~11 keys for sellers in both marketplace.tf and backpack.tf, despite the low price of buy orders, as such i think that the same could be said about the other effect.

you can't set a price without sales. additionally, STN is selling one for ~5 keys:

thank you for providing more information, in the rules that were mentioned in another comment if there are no confirmed sales in the past 3 months you could use buyers/sellers price, and as i couldn't find completed trades for that item i used the next source for the price.
you can't raise a price with buyers alone, no. it doesn't state that in the rules. you can drop with sellers, but you're setting a new price here, so that wouldn't apply. even if you could price with sellers, the one listed for ~5 keys on STN would suggest your price is too high anyway.
No, you can't, 3 conditions must be met:
Buyouts (B/Os)
B/Os alone can only be used to drop the value on a hat (you cannot raise based on a b/o.) if all three of these criteria are met:
There are no usable sales.
You must drop the mean value of the hat by at least 15%. (i.e. You shouldn't be dropping a hat from 31 to 30 keys based on a b/o. You SHOULD be dropping the value on a hat from 100 to 50 if 50 can't sell in a month).
The trade must have a reasonable time to mature (and must be reasonably bumped). What is reasonable varies from hat to hat. A good rule of thumb is to go by roughly 25 keys per week. So a trade for a hat <25 keys in value must be up for at least a week. A trade for a hat <50 keys must be up for at least 2 weeks. A trade for a hat <75 keys must be up for at least 3 weeks. For all other hats, the trade must be up for at least a month in order to price them based off the b/o.

2. marketplace sales are out of date, can only use sales in the past 3 months
i only had the marketplace.tf and backpack.tf price for sellers to work with, and there was a big difference between buyers and sellers, that is why i used it, and the idea of my suggestion was to set some standard price for static shock, like for the veno shock effect i mentioned before, as for the unusual price i will know now for the future, thank you for your replyl thank you for your reply
