The scottish magnates wanted a third party to help oversee this dispute, so they requested Edward to conduct and administer the outcome but not arbitrate it (as the Scots rule free from Edward's overlordship). The actual decision makers are made of 104 auditors, 40 appointed by Balliol, 40 by Brus, and 24 Senior members of the Scottish community, selected by Edward.
