The second sale appears to be SCM, however there's 2 sales during the period (13-15 nov) when the Herald was obtained: https://backpack.tf/profiles/76561198142623466#!/compare/1731456000/1731628800 - so it cannot be used, although it will be below 30 regardless of which one of the 2 sales it is.

However, the ~32 key marketplace sale was sold in a bulk deal to quicksell.store for significantly less than what the buyer paid (probably half the price the buyer paid), only a day later, and as such I wouldn't use this sale to raise the price here.
