The upper end of the price range should definitely include the sales at 3-3.11 ref. They make up 45% of the sales.
Also, there are 16 sales below 2.66 ref. In my opinion, this price range is simply too small.
I agree with you here, 3.11 is a significant trading point and should be included.
As for why there are no previous suggestions, I think valve changed the capitalisation of the name in a recent patch.
