The Steamed Brimmed Bootlegger sale indicates that this is too low. If you were to use buyers as a mini for it (not something I recommend doing, but I'll do so for this hypothetical) that sale would still round up to ~13 Keys even with the added refined. Using this on the Bootlegger with the current value would be below buyers.

At the very least, the 16 Key sale should be used here as the high end, since we don't have a more appropriate middle-ground. This is further backed up by the recency of the 16 Key sale. This will also allow the Steaming Brimmed to be priced at 13 Keys as well

10-16 will work here.
