7 seems slightly far apart from the other sales, however nothing makes it look like an outlier. According to the history it took a few weeks to selll too so it's just as valid as the other sales. Going with 7-13 keys

This is fine, but it's right at the edge of not being fine, if that makes sense. For future reference, there would be a valid reason to exclude the lower sale if the range was 1 key higher: Distance.

7 Keys is the most far apart sale relative to all the other sales, and is represented by the least amount of data. This would be a valid reason to call it an outlier in other cases. In this case, I think this is fine given it's supported by the qs.store bulk dump (which is likely ~3-4 keys), and this range is as wide as it can possibly get for an item of this price and rarity.
