Tough call. Definitely not using MPTF as counter-evidence given the seller is only that low since keys have had a significant rise. Realistically, the seller on SCM would have been closer to 20/21 if keys didn't rise there too. 2 sales happened at 24 so I think it's reasonable to include them.

A drop is needed in any case and i'd rather use sales than sellers' prices based off of inflated key prices, going with 21-24 keys.
