One of Mary's first actions as queen was to order the release of the prominent Roman Catholics from imprisonment in the Tower of London. Mary understood that Jane Grey was only a pawn in a wider scheme and did not intend to execute her, however as all the Privy Counsellors had been implicated in the plot to put Lady Jane on the throne. She made the difficult decision to execute her as mentioned earlier.
