with key prices at around $2.00usd $39.99 wouldnt be 21 but 20 and no idea how you also put 17 in the range if all sales were $39.99
then current sellers at 15 and 16 unsold so this suggestion wont work
Key prices in Marketplace.tf are $1.95. 40/1.95 = 20.5, thus an approximate ~21.
