Considering current BP seller at 12 keys I would go with a range of 12 - 13 keys.

Seller at 12 keys has been there less than a day, it usually isn't a good idea to use a seller that young as the low end

So would you recommend resugg at purely 13 keys or just waiting and doing suggestion in the future?

For what I've seen before, it's better to wait a bit, because the main problem is that if the seller just disappears without selling, there's nothing to back up the low end

Just as a note, you don't need to check Mannco sales/listings at all. Even if they're selling way lower, it doesn't matter since price mods can't check.
