Can you link the history of the Wet Works that's sitting in a private inventory?

I made sure to double check that one is still seperate item from the others just incase it moved and didn't properly update when the items got reset

It seems there's a fourth Wet Works in existance, but it's been lost for so long it hasn't been properly traced since the reset... https://backpack.tf/item/2032494474
