Two 20-key sales make the low end with one of them being recent; 38 would be dropped as a relative outlier
Buy orders are at ~26 keys but don't necessarily counter the suggested range for several reasons:
1) The jump in buy orders were pretty recent and happened after the initial/previous suggestion;
2) Two 20-key sales give a moderate weight for a common trading point;
3) This is a continuation of the previous suggestion, the older sales from which should still be considered, and the buy orders at that time was only at 17.3 keys;
4) Using the current buy order to limit the range gives it too much emphasis over actual sales and would drop too many of them.
