Two scrap bankers that got lucky and sell everything for 1 scrap aren't enough proof for 0.11 as a low range imo.
They're not lucky. Maybe the people who gave the weapon to him want to sell it for 0.11. Which means that they must know the price is decreasing.
0.11 Ref sellers:
1st: Only weapon that is sold is the loose cannon. And he got it dropped not by scrapbanking, my fault.
2nd: I don't even see the sell price for it.

2nd: Sells for 0.33 not for 0.22.
3rd: Out of stock some people on the waiting list, sold 2.
So that rare low prices should support this range? I doubt that. Maybe 0.22-0.33 but clearly not 0.11.~
All the loose cannons listed for a scrap go lightning fast.
Please close this and resubmit it as .22 - .33
