Roughly 17 of these hats currently up for trade. Buyouts range from 5 buds + 10 keys to 8 buds, with most in the 6 buds range. Link to cheapest b/o: http://www.tf2outpost.com/trade/12035332

I bought a Blizzardy TC for 4 buds + 11 keys about 3 weeks ago (http://www.tf2outpost.com/trade/11394120) and just sold it for 5 buds + 11 keys (http://www.tf2outpost.com/trade/11921819). Another trader sold his TC for 5 buds pure (http://www.tf2outpost.com/trade/11971922).

This hat typically generates lots of interest very easily (329 views and 2 bookmarks in 1 week for my trade), however sellers will find that pure offers are rather rare, and even a 5.5 bud buyout is typically not achieved (quickly, I should add).

It's not a 6 bud hat, maybe not even a 5.5 bud hat. But it is a good hat that a lot of people want, and with patience it isn't too difficult to get a fairly decent offer in the 5 bud range.

I sold it 3 weeks ago for 5.3 mix

And 3 weeks ago http://www.tf2outpost.com/trade/11515311 sold for harvest jeecap

Bptf low end is 5.4 buds

And you did get it at quicksell price Maybe keep it at 5 low end

I had one guy who was jumpin to do 120 keys pure and then i had a guy who wsa goin to do 6 buds pure but the buyer off his other unusual bailed so i took the 5.3 offer because might as well.

Sounds like everything you said validates a 4.8-5.5 price range.

You sold one for 5.3 (in the price range).

Guy was jumping to do 120 keys pure (5 buds @ 24 keys each; in the price range).

Offer for 6 buds fell through (isn't in the price range).

I think 4.8 is appropriate for the low end, because it's the LOW end. It is lower than offers you can typically achieve. I think of it as the price that will put you ahead of other sellers while not entirely ripping yourself off.
