Referring to the recent rule update, wouldn't the first one be considered an outlier? I'm not voting or wanting to start an argument, but just after some thoughts. :P
not necessarily, because there are only 2 actual sales of this hat, according to this information.

Oh, I don't doubt it, I'm just saying according to this information, 2.5 isn't exactly an outlier :p
I'll admit, this is a tricky one. That sale was pretty old. And it's possible 5-6 keys in sweets were added - http://backpack.tf/id/76561198083276090?time=1374044400
And it seems that another one was unboxed recently that is not yet tradable... Doesn't bode well for value.
But you know, 2.5 isn't so much higher than 1.7. And even if 5-6 keys were added, the toque was offered on the billy, so the toque seller had to overpay. Within margin of error.
All other sales on this are hard to figure / for hats that have no price. Accepting.
