Originally started off at 2 Buds.

Prices went down, new effects became more common and memory leak was no longer as appealing as compared to other effects.

No longer easy to sell- seller left it at 1.7 Buds for almost 2 months and no good offers.

I just sold mine for a steaming company mann (~1.9 Buds). It was that hard to sell.

Do take note that it's almost impossible to sell, and the current pricing of placing it at 2 Buds is quite deceiving, buyers actually think they can profit, when in fact this hat is low tier and the effect is low tier as well.
