Another was sold in the last 4 weeks but as part of a bulk.
The vivid Noir is Outdated, as MaGenta previously told you, you'll need to make a mini for it.
What exactly is a 'mini'? I'll be honest here, I'm flying blind.
Since the price of the hat is older than three months, meaning it's outdated, you need to prove the value if it with sales.

So go through some backpack histories and find out.

Old prices for minis are usually fine. You don't use the 'at the time' value anyway, so the PE buck is valid.
Thanks for the info. Seems a bit silly that the rules for normal and mini suggestions are different since they're essentially the same.
Well no, an actual suggestion becomes the representative price of that hat. That shouldn't be an estimation.
But, as you've stated, it'd be way too stupid and people complained about the 'chain of update' they had to do to get anywhere.
So estimations for your estimation (mini-suggestion) are acceptable :3

Possible, but still inconclusive- unless it's in writing, nobody knows if it was 1:1 or if other items were involved. Backpack history in bp.tf also inconclusive when it comes to this sale.

And like I said before, it's inconclusive to say that it was 1:1. Looking at a two item histories does not give a complete picture of the trade, and any number of other items could have been involved that weren't advertised.
