http://www.tf2outpost.com/trade/23349389 13, claimed to have a 12 keys offer.
Conservative drop to 10-12 keys.
can high-range be based on a offer?
Yup.
Not true. I thought you know this already. That "claim" has no proof whatsoever in the trade of that seller. That trade is actually reportable since I can't find any legit current offers on that item. Outpost themselves does not like having C/O with no proof let alone backpack.tf
From guide :
"Fake, retracted, “collecting” offers are not valid proof.
"Offers are only valid if there is documented proof of the offer – either in comments or via screenshots of chat logs."
It's not proven that that offer is fake.
Its not proven that offer is legit either. Therefore, not use-able. "Claiming" offers turns out to be fake most of the time, if it is not that...It turns out to be ancient offer. I can't find recent current offer of 12 key in backpack from someone on that item.
Well...
http://www.tf2outpost.com/trade/22730896 He got an offer of ~13 keys in stuff (Maybe 14, I forget exactly when Bills dropped)
If the 12 key C/O wasn't legit, he'd be listing this one.
