Taking the last trade into consideration (exec was added to bomber), lower end should be 16.5 rather than 16 because two of the trades were much closer to higher end, also in one of them an exec was added to the bomber.

16.2 is closer to 16 than 16.5. How do you even round up 16.2 to 16.5? That does not make any sense.

21.5*0.9=19.35 would be rounded to 19.5.

if 16.5 comes from the "Traded for Demonflame Bomber (clean) = 18:" with overpay applied, you rounded wrong. you can't round 16.2 up to 16.3 and then up to 16.5 just to make it so it ends up being 16.5, that's not how things work

Uh, no. The value is 16.2, therefore it gets rounded to 16. That's the way it goes for rounding to the nearest bud, nothing else should influence it unless there is something else in that sale.
