Regardless of whether or not you accepted his offer, since you had the intention to sell for 13 keys pure, the sale should never be evaluated more than that.
I tried to get as low as 10 pure for the whoopee cap on a trade server. The user with whom I traded with would simply not let go of all of his pure keys, he only offered (http://imgur.com/hIW6VNJ). Being desperate for a sale, I sold it. And, if you look closely, the trade was closed on 6th June. I traded on 7th June. The trade was redundant.
