Yeah i have seen those suggestions. These sales that you have here were not used at all in deciding the range of those hats in any of those suggestions. In those suggestions, they weren't even supporting proof as you clearly stated " Non-usable sale" . So these should not be treated as mini suggestions and overpay should still be applied.
