Given the two sellers for 25, both being at least 2 months unsuccessful, the sales above 25 may be outliers, even though there are 4 sales above 25. To support this, the sales at 28 and 29 occurred more than 2 months ago. (However, sales at 27 and 26 occurred this month).

Going with 21-25.
