Even with only 2 items involved in the trade it still counts as bulk?

as long as the item in question is less than 50% of the value of the trade, it is considered bulk and shouldn't be used. in this case, bulk for the dogger

what's the source on this? I looked through all the suggestion guides and such and found nothing regarding bulk sales.
