First things first, 10 / 20 / 21 are the clear outliers here. Now the range itself is a bit difficult. The common trading points are 13 (4x), 14 (4x), 15 (5x) and 16 (5x) keys. All of the 16 key sales were rather recently (June/July) and full pure. 13 is a common trading point as well, so also including 13 keys.
Looking at the sellers, most seem to be young (excluding one or two listings), whereas all sales at 16 were full pure and recently. There are also a few sales (e.g. SALE #23) that support the high end. I am setting 16 keys as the high end. With so many sales at 16 and even a few above (that I’ll exclude) it seems that 16 is a common trading point, and some of the listings are just a few minutes old.
Going with 13-16 keys.
