More like 1389. You can only use the B/O price on item offers. With full pure sales the pure price matters. Why would he pay more, than the B/O price?

But he had a pure buyout for 1350, why would it then be worth more, and why did he pay more (if he did)
This one's kind of a weird case. I spoke with JewMadBros, and according to him, Tetsuwan had a trade hold at the time of sale, but Tetsuwan had asked JewMadBros to pay 1389 to account for "the inflation price of the key," since Economics and future value and all that fun stuff. You could look at it as a reservation fee, since if they'd just waited the 2 weeks for the trade hold to end, Tetsuwan would've taken the 1350 since all the inflation of 2 weeks' time would have passed.
A similar reservation fee case was previously handled here (albeit, the inflation rationale wasn't present), so I'm fine with capping this sale at 1350. https://backpack.tf/suggestion/5c7256a667807240f737f1ac
